| As an independent marine surveyor, Philip Topps possesses specialized experience with conducting marine inspections and vessel surveys. During a survey Mr. Topps inspects the soundness and acceptable parameters of vessel structures, hulls and mechanical/electrical systems; identifies hazardous conditions and violations and prescribes corrective measures; and determines vessel compliance with applicable safety laws, regulations, and standards. Mr. Topps documents each vessel inspection and submits to his customers detailed, analytical written reports that include the condition of the vessel, suggested corrective actions to be taken should the customer choose to purchase the vessel, and photographic evidence to support the survey findings.
